胡锦涛总书记指出:“当今世界激烈的综合国力竞争,说到底是国民素质的竞争,在长远上看是青年素质的竞争”在讲话中并反复强调要选择年轻的干部,输入新的血液,但是如何建立正确的、合理的、科学的、考评体系是落实科学发展观的重要内容,要考核就要对晋升新干部的备选人员进行全方位的考评,所以说,要想抓好优秀干部的选拔和培养就要抓好以下几点。
