This paper argues that in the history of the development of the relations between Japan and the Soviet Union from November 1917 to December 1991, there is a curvilinear trajectory of the transformation of the relations between the two sides from a force conflict to a moderation and from a conflict of forces to a relaxation. The relationship between the two parties emerges Mutual conversion between passivity and initiative: There is always a major interest dispute in the relations between the two sides. Confrontation between the two sides has always existed and Sino-U.S. Factors have affected the fishery dispute between the two sides, which has become a barometer of the development and changes in the relations between the two countries.
