经济体制改革的力度加大,我国的私营经济也逐步发展壮大。据有关资料统计,至1993年底,全国私营企业户数达23.8万户,从业人员达372.6万人,分别比1991年底增长了1.2倍和1.03倍。随着私营企业户数的增加和雇工人数的不断扩大,劳资双方的一些社会性问题也日渐突出,有些还较激化。在此情况下,开办雇主责任保险就显得十分必要。这既能为雇主承担损害风险,又可为雇佣人员提供人身和经济保障。因此,本文想就这个社会焦点问题进行初步探讨。
The reform of the economic system has been intensified, and the private economy of our country has also been gradually developing and expanding. According to statistics, by the end of 1993, the number of private-owned enterprises in the country had reached 238,000 with 37.26 million employees, an increase of 1.2 times and 1.03 times respectively over the end of 1991. With the increase in the number of private-owned enterprises and the continuous expansion of the number of employees, some social problems between employers and employees have also become increasingly prominent, some of them even more intensified. Under such circumstances, it is necessary to start employer’s liability insurance. This will not only take the risk of harm to employers, but also provide personal and financial protection to the employees employed. Therefore, this article would like to make a preliminary discussion on the focus of this society.
