加强人事法制建设,建立健全人事法规体系,是1994年人事工作的一项重要任务,是建立与社会主义市场经济体制相配套的人事管理体制的一项重要内容。国家人事部将1994年定为人事工作的“法规年”,要求加快立法进度,搞好普法工作,增强法制意识,提高执法水平,通过加强法制建设,巩固改革成果,引导改革发展,使人事工作逐步纳入法制化、科学化的轨道,以适应建立社会主义市场经济体制的需要。
