我国加入WTO以来,农产品的出口贸易有了大幅增长,但仍然面临着较多的出口壁垒,其中,反倾销压力的增长尤其迅速。本研究的主要思路是,在界定参与反倾销各个主体功能的基础上,根据我国遭受的反倾销诉讼和农产品出口的现实情况,构建我国农产品反倾销联动体系,并通过因子分析和路径分析,分析制约该系统构成和运行的因素。研究结果表明,在政府、行业协会、企业和专业合作社四大主体中,前两者对农产品反倾销联动体系构成的影响度较大,而在4个主体中行业协会的反倾销职能对农产品反倾销联动体系构成的影响度最高。同时,该体系的构建对反倾销应诉的运作有较大的促进作用,对信息沟通也有一定促进作用,但是,信息沟通对运作的促进作用不大,运作对构建没有正向促进作用。总体来看,我国农产品反倾销各主体还没有形成一个良性循环、互相促进的体系。根据理论、现实情况和实证分析的结果,本文提出建立有效农产品反倾销联动体系的政策建议。

However, the promotion of information communication has little effect on the operation and the operation has no positive effect on the construction. Overall, the main body of China’s anti-dumping of agricultural products has not yet formed a virtuous cycle of mutual promotion system. According to the theory, the reality and the result of the empirical analysis, this paper proposes the policy suggestion of establishing the anti-dumping linkage system of effective agricultural products.
