自2005年在中央和地方全面推行国库集中支付,经过几年发展,我国高校国库集中支付制度下的预算管理已经有了一些初步的实践和成果,认识到国库集中支付制度下的预算管理的重要性和必要性,但又对它的真正实现感到茫然。作为一个财务管理工作者,在渴望国库集中支付制度下的预算管理得到真正实践时,我们不能不对它所面临的现实困境作深层透析。
