国有企业改革一直是我国经济体制改革中的重头戏,然而,到目前为止,无法回避的事实是:国有企业资产流失现象非常严重;很多国有企业在不规范的操作中消失或成为空壳;不少国有企业资不抵债,难以为继;大量职工下岗或待岗以及沉重的负债给国家背上了难以甩掉的包袱。尤其需要指出的是,巨大的改革成本并未换来一个好的国有企业监管体制和一个好的国有企业经营机制。
The reform of state-owned enterprises has always been an important part of China’s economic restructuring. However, the fact that cannot be avoided so far is that the loss of assets of state-owned enterprises is very serious; many state-owned enterprises have disappeared or become empty shells in non-standard operations; State-owned enterprises are unable to repay their debts, and it is difficult to sustain them; a large number of employees are laid off or waiting for jobs and heavy liabilities have given the country a burden that is hard to get rid of. In particular, it needs to be pointed out that the huge reform costs have not been replaced by a good state-owned enterprise supervision system and a good state-owned enterprise operating mechanism.
