上海口岸作为全国最大的口岸之一,具有客流量大,工作量大,国际航班分布广等特点。在甲型H1N1流感疫情爆发后,上海口岸从墨西哥、美国、加拿大、日本等疫情较重国家和地区的入境的航班非常多,因而,预防控制工作压力大、难度大是上海口岸的突出特点。为了最大限度地预防控制疫情,最大限度地减少疫情从国境口岸的输入,上海出入境检验检疫局按照“高度重视,积极应对,联防联控,依法科学处置”的原则,针对上海空港、海港、陆路口岸的特点,制定了一系列的预防控制甲型H1N1流感的工作方案。采取了对入境交通工具全部实施登机(轮、车)检疫;进一步细化对口岸发现的有症状者和医学观察人员的处置程序;规范与甲型H1N1流感疫情相关的各类报表;制定操作性和指导性强的工作流程等从严、从紧、从细的出入境检疫措施。由于在预防控制甲型H1N1流感的工作中,领导重视,靠前指挥,各部门密切配合通力协作,依靠技术手段科学预防控制,提高了口岸卫生检疫应对突发公共卫生事件的能力。 As one of the largest ports in the country, Shanghai Port has the features of large passenger flow, heavy workload and wide distribution of international flights.
