“为人民服务”是我国公共行政伦理的基本原则,这一基本原则确立的主要依据,从根本上说是由我国国家的基本性质所决定的。“为人民服务”坚持了马克思主义一贯倡导的“为绝大多数人谋利益”的基本道德观点；为公务员解决“运用职权为谁服务”提供了正确的价值导向；体现了社会主义国家行政伦理的本质特征；调节了公务员之间的道德关系和道德行为。“为人民服务”作为行政伦理原则对公务员职权的行使有制约作用。
