黑龙江省国有资产管理局为了使国有资产产权登记工作逐步走上规范化的管理轨道,在转发国家局《国有资产产权登记管理办法》和实施细则的同时,结合当地实际情况,制发了一系列配套文件,有效保证了产权登记质量。他们的具体做法是: 一、为使国有资产登记同企业单位财务决算的审核及国家基金的报损、核销审核工作结合起来,制发了《黑龙江省全民所有制企业国家固定基金报损、冲减和核销审批管理暂行办法》,明确由各级国有资产管理部门负责这项审批工作,井规定审批工作要和产权登记年检结合起来进行。
