武汉是湖北的龙头。“武汉城市圈是一个客观现实。”2002年武汉市实现地方财政收入85.83亿元,占湖北省的35.3％,同口径增长27％,实现税收167.8亿元,占湖北省的46.7％,同比增长11.9％;“武汉城市圈”(9市)2002年实现地方财政收入129.24亿元,占湖北省的53.1％,“武汉城市圈”2002年税收增长19.7亿元,占湖北省增量31.59亿元的62.5％,其中武汉市增长17.8亿元,占湖北省增量部分的56.3％,增速为11.9％,大大高于湖北省平均速度。虽然“武汉城市圈”,与“长三角”、“珠三角”、“环渤海”相比有较大差距,但其潜力巨大。在“武汉城市圈”建设中,地方财政要实现两大转变:一是从重点抓省直发展转变到重点抓武汉城市圈发展上来;二是从直接投资竞争性项目转变到全力打造良好投资平台上来,重点促进要素市场的建设。
