文章分析了英国和美国输配电价管制的方式和经验。中国配电管制的重要问题是信息不对称难以监管,输配电价水平和力度判断不准确,电网企业对输配电价具有较大裁定权。应增加输配电价上限激励管制试点,加强输配电管理制度建设和学习国外经验。
The paper analyzes the ways and experiences of T & D control in the United Kingdom and the United States.
