The Fourth Plenary Session of the 17th Central Committee of the Communist Party of China proposed to strengthen the integration of resources for party-building at the grass-roots level between urban and rural areas and generally promote the practice of matching support by organs, enterprises and community-based party organizations with rural party organizations so as to promote mutual promotion of the grass-roots party organizations in urban and rural areas. At the same time, Party organizations in 78 Party and government agencies and directly affiliated institutions in Mentougou District are doing the same while doing the same thing: helping the low-income households in the entire region to remove the poor hat.
