系统工程是控制采办成本、缩短采办周期、提高采办质量、降低采办风险的综合集成的技术和方法体系。其技术主要有:系统工程计划、一体化总体计划、一体化总体进度、挣值管理和工作分解结构、价值工程、技术评估、权衡研究、建模与仿真和技术审查等9大类。方法包括最佳实践、案例研究和教训吸取。它集宏观规划、中观分析与微观设计于一体,不仅强调定量分析,而且注重定性分析,其目标是寻求国防采办的“最佳方案”。
System engineering is a comprehensive integrated technology and method system that controls acquisition costs, shortens procurement period, improves procurement quality and reduces procurement risks. Its technology mainly includes: 9 major categories: system engineering plan, integrated master plan, overall progress of integration, earned value management and work breakdown structure, value engineering, technical evaluation, trade-off research, modeling and simulation, and technical review. Methods include best practices, case studies and lessons learned. It combines macro planning, mesoscopic analysis and micro-design in one, not only emphasizing quantitative analysis, but also focusing on qualitative analysis, with the goal of seeking the “best solution” for national defense acquisition.
