根据交通部1991年度科技成果推广应用项目计划,交通行业标准 JT3145—91《汽车危险货物运输、装卸作业规程》宣贯学习班,于1992年8月7日至10日在大连举办。参加学习班的有来自交通系统、医药卫生系统、化工系统等近百名学员。通过学习,大家普遍加深了对标准内容的理解。并认识到,随着国民经济的发展,汽车危险货物运输量将会迅猛增加,而危险货物在运输过程中,对外界因素及运输环境中的温度、湿度的变化,化学反应等影响都很敏感,极易发生事故。而且其事故具有伤亡大、危害深、影响广、后果严重等特点。该标准的制
