新修订的《国家行政机关公文处理办法》(下简称《办法》)已于1994年1月1日起施行。它在广泛听取各地办公部门的意见的基础上总结了多年来的实践经验,并吸收了秘书学界和应用写作学界的科研成果,内容完整,表述周密,措词精确,规定具体,对指导、规范公文处理和写作,对解决实际工作中的疑难问题,有重要的作用,是公文处理和写作的法定依据。各级国家行政机关都应“以本办法为准”,认真执行。学习了《办法》以后,笔者觉得还有一些可以更加完善之处,特提出来供同行们和主管机关研究、参考和解释。
The newly revised “Administrative Measures for Official Documents of the State Administration” (hereinafter referred to as the “Measures”) came into force on January 1, 1994. On the basis of extensively listening to opinions of office departments in various places, it summarizes many years of practical experience and absorbs the scientific research results of the secretarial and applied writing academic circles. It has complete contents, well-worded expressions, precise wordings, specific provisions and guidance and norms Document processing and writing, to solve practical problems in the work, have an important role, is the legal basis for document processing and writing. The state administrative organs at all levels should “take these measures as the standard” and implement it earnestly. After learning the “methods”, I think there are some things that can be more perfect, specially put forward for colleagues and competent authorities to study, reference and interpretation.
