周总理在1956年时就指出:“为了实现向科学进军的计划,我们必须为发展科学研究准备一切必要的条件。在这里具有首要意义的是要使科学家得到必要的图书、档案资料、技术资科和其他工作条件”(着重号是引者加的。转引自1979年8月31日《光明日报》,第1版)。周总理分明把图书、档案和资料看成是发展科学技术的“首要意义的……条件”。在这“首要意义的……条件”中,没有包括情报,就是说,在周总理看来,情报就不是“条件”。然而,为什么不少同志却很认真地把情报看作“条件”呢?这主要有三个方面的原因。

In this “condition of primary importance,” no information is included, that is, in the view of Premier Zhou, information is not “conditionality.” However, why do so many comrades seriously regard intelligence as a “condition”? There are mainly three reasons for this.
