改革开放是我国的大政方针,是我党在社会主义社会初级阶段的基本路线的两个基本点之一。为了从根本上排除“左”的思想干扰,使全党全民认识到改革开放是发展社会主义的根本出路,从理论和实践的结合上分析改革开放的根据和条件,是完全必要的。要弄清改革开放的根据和条件,必须首先弄清楚改革开放的实质。我国社会主义改革的实质,是在中国共产党的正确领导下,广大人民群众通过自觉地改革生产关系和上层建筑中不适应生产力发展要求的方面和环节,变革原有的旧的经济、政治和文化体制,解放和发展生产力,达到广大人民群众的共同富裕,促进社会主义的发展,为我国的社会主义向更高阶段的发展创造条件。
Reform and opening up are the major policies of our country and one of the two basic points for our party's basic line in the initial stage of socialist society. In order to fundamentally exclude the “leftist” ideological interference and make the entire party and the entire people realize that reform and opening up are the fundamental way out for developing socialism, it is absolutely necessary to analyze the basis and conditions of reform and opening up from the combination of theory and practice. To understand the basis and conditions of reform and opening up, we must first understand the essence of reform and opening up. Under the correct leadership of the Communist Party of China, the essence of our socialist reform is to transform the old old economy, politics and culture by consciously reforming the relations of production and the aspects and links in the superstructure not meeting the requirements of the development of productive forces System, liberate and develop productive forces, reach the common prosperity of the broad masses of people, promote the development of socialism and create the conditions for our country's socialist development to a higher stage.
