近几年,海盐县百步乡狠抓财务建制工作,使农村财务管理日趋制度化、连续几年受到省,市、县各级业务部门的表彰。他们先后建立了以下制度: 1、培训学习制度。该乡除每月组织一次财务人员学习外,还积极组织财务人员参加正规、系统的业务学习。如1987年在乡财务辅导员组织下,8个村的总会计都参加了杭州长征业余学校工业会计的学习,并全部领到结业证书。2、预决算制度。前几年百步乡收支无计划,甚至出现支大于收的现象,使当年集体积累挂“红灯”,严重削弱了集体经济的实力。因此该乡8个村从1988年开始,都建立了财务预决算制度,使财务收支得到了有效的检查和控制。
