2005年11月3日，一年一度的全国“民政论坛”在北京隆重召开。这是自2003年以来举办的第三届全国民政论坛。来自全国各地的获奖论文代表、专家学者、民政部直属机关负责同志150多人又一次相聚在“民政论坛”。本届论坛共收到论文700多篇，内容涉及民政工作的方方面面，经评审，共评出优秀论文60篇，其中一等奖8篇，二等奖19篇，三等奖33篇，组织奖2个。两天的论坛，民政部部长李学举全程出席。他在致辞中代表民政部向出席本届论坛的各位代表和专家学者，向所有辛勤耕耘在民政政策理论研究战线的同志，以及所有关心和支持民政工作的朋友表示深深的感谢和崇高的敬意!李立国副部长主持论坛，罗平飞副部长宣布论文评审结果。姜力副部长介绍了民政事业“十一五”发展规划编制思路。5位专家作了主旨发言，15位优秀论文获奖者报告了研究成果，部机关7个业务司局和中彩中心介绍了明年的工作思路和工作重点。
On November 3, 2005, the annual “Civil Affairs Forum” was grandly held in Beijing. This is the third national civil affairs forum held since 2003. More than 150 award-winning essayists, experts and scholars from all parts of the country and more than 150 responsible comrades directly under the Ministry of Civil Affairs met once again at the “Civil Affairs Forum.” This forum has received over 700 papers, covering all aspects of civil affairs work. After evaluation, a total of 60 outstanding papers were selected, including 8 first prizes, 19 second prizes, 33 third prizes, organization awards 2. Two-day forum, Minister of Civil Affairs Li Xueju attended the whole. In his speech, on behalf of the Ministry of Civil Affairs, he expressed his deep gratitude and noble respect to all the representatives and experts and scholars attending this forum to all the comrades who have worked hard on the theoretical research of civil policy and all those who care for and support the work of civil affairs Vice Minister Li Liguo presided over the forum and Vice Minister Luo Pingfei announced the result of the paper review. Vice Minister Jiang Li introduced the formulation of the development plan for the civil affairs “11th Five-Year Plan”. Five experts made keynote speeches and 15 winners of excellent essay papers reported the research results. The seven business divisions of the ministry and Zhongcai Center introduced their work ideas and priorities for next year.
