加强地方债务管理是预算法赋予地方政府和财政部门一项新的财政职责,对于防范地方财政风险具有重大作用。地方债务管理得好,不仅对于防范债务风险意义重大,而且对于促进地方经济发展和民生福祉发挥着积极作用。本文通过湖北省的案例对此作一些探讨。
Strengthening local debt management is a new fiscal responsibility granted by the budget law to local governments and financial departments and plays a significant role in preventing local fiscal risks. Well managed local debt not only has great significance for preventing debt risks, but also plays an active role in promoting local economic development and people’s well-being. This article through the case of Hubei Province to make some discussion about this.
