随着我国经济的发展和城市化的加快,城市外来务工人口的增加,城市外来人口犯罪问题日渐突出。目前,我国刑法学界对此有更加成熟的研究,但大部分的研究是以大城市为基点,而忽视了日益严重的中小城市的外来人口犯罪问题。城市化的发展,必然导致城市外来人口犯罪的增长。如不加以防范和控制,必然会导致社会矛盾的爆发,最终将会影响城市经济的发展和社会的进步,阻碍城市化的发展的进程。本文从对城市外来人口犯罪的特点分析出发,通过剖析城市外来人口的原因,最终提出城市外来人口犯罪问题防范与控制对策和建议,以此促进我国城市经济和社会健康、稳定和有序的发展,推动我国城市化的进程。
