实现和维护社会公正,是构建和谐社会的必要条件,是责任型政府的核心价值信念。在当前中国社会转型时期,公共理性作为公共行政的根本价值旨归,公共行政的理论基础、公共利益价值观的重塑、公共责任的分担、公共治理结构的形成只有在充分具备公共理性的公共对话中才能得到具体体现。通过在公共理性的导向下构建合作型博弈制度框架,形塑组织化的共和善治,其最终目的是实现社会的公平正义,使公共行政的经济高效与社会公正并行不悖。
