There are nearly 200,000 mines on the earth in China. Nearly 500 cities and towns on the Chinese land have arisen or developed due to the development of mineral resources. These towns are called “mines.” Of the nearly 700 established cities in China, resource-based cities account for about one-fifth. In the western provinces of China, resource-based cities make up more than a quarter of the national resource-based cities. At present, more than 50 mining cities have entered a recession. In the recent two years, the country shut down 110 mined resources. The latest survey shows that by 2010, 46% of China’s major non-ferrous metal mines will be closed due to resource depletion; by 2020, less than 20% of the mines will sustain their production. With the depletion of resources, many urban cities associated with resources are facing a “pain” of unprecedented economic restructuring. This phenomenon has caused great concern among the Party and the state as well as relevant departments. From the 90s of the last century to the present, China Mining Association has held six consecutive mining city forums to explore the way out for cities and towns in mining cities in China. July 2005, the Seventh China Mining City Forum held in silver in Gansu. People’s attention began to focus on cities and towns in western mining cities in China.
