从2003年至2015年,我国公安队伍建设在整体上经历了从正规化建设向专业化建设的发展转变。在公安队伍的专业化建设中,人力资源管理专业化是建设的重点。目前,我国公安机关尚未完成从人事管理向人力资源管理转变的整体过程,人力资源管理专业化也只是存在于各地公安机关的改革试点之中。在这些试点中,2006年深圳市启动的公安系统公务员专业化改革取得了显著成效,形成了成熟的改革经验,为我国公安机关人力资源管理专业化提供了有益的启示和经验参考。
From 2003 to 2015, the construction of public security forces in our country as a whole has undergone a transformation from the formalized construction to the specialized construction. In the specialized construction of public security forces, specialization of human resources management is the focus of construction. At present, the public security organs in our country have not yet completed the whole process of changing from personnel management to human resources management. The specialization of human resources management is only existing in the pilot reform of public security organs in various places. In these pilot projects, the specialization reform of civil servants in the public security system launched in Shenzhen in 2006 achieved remarkable results, forming a mature experience of reform and providing useful enlightenment and experience reference for the professionalization of human resources management in China’s public security organs.
