两年前的2月5日,北京密云的元宵佳节显得分外热闹,谁也没有想到,一场悲剧正在酝酿之中。密虹公园举办的迎春灯展上,当晚来赏灯的游客达3万人,人们你挨我、我挨你地拥挤在彩虹桥上。突然,桥西侧的下坡处有一游人跌倒,其身后的游人继续向前拥挤,随之再有人跌倒,人群顿时大乱,相互踩踏,现场失去控制,结果造成37人死亡,多人受伤。导致该起事故的直接原因是负责彩虹桥安全保卫的值勤人员没有到岗,现场缺乏对人流的疏导控制。对于导致事故的间接原因,专家们和媒体大都集中在没有应急预案和应急设备投入不足等等问题的讨论上,这无疑是正确的。然而,纵观近年来我国频频发生的踩踏事故,我们从中也应想到,在我们的民众身上是否缺少了点什么?

The crowd suddenly went into chaos and stampeded with each other and the scene was out of control. As a result, 37 people were killed and many were injured. The direct cause of the accident was that the duty personnel responsible for the security of Rainbow Bridge did not arrive at the jobsite, and there was a lack of control over the flow of people at the scene. For the indirect reasons leading to the accident, experts and media are mostly focused on the discussion of no emergency plan and inadequate investment of emergency equipment, which is undoubtedly correct. However, looking at the frequent stampede in our country in recent years, we should also think of whether there is something missing in our people.
