社会保障管理是社会保障制度体系的重要组成部分,健全科学高效的管理体制是社会保障事业发展的必要前提。社会保障管理体制,一般是指社会保障的管理制度和管理方法。它包括中央与地方、国家与企业(单位)、政府有关部门之间在社会保障管理职责权限方面的有关制度、方式和形式。显然,社会保障管理体制涉及范围很广,既有宏观层次的,也有微观操作层次的。本文主要从纵向和横向,即各级政府和政府有关部门之间社会保障管理责权划分方面进行研究,较为侧重于从财政角度来探讨。
Social security management is an important part of the social security system. A sound and efficient management system is a necessary prerequisite for the development of social security.
