提高基层抓末端落实的能力,既是党委机关抓部队建设的着力点,也是党委机关抓落实能力的有效检验。抓末端落实就是要结合本单位实际,把上级指示精神由大变小、由粗变细、由虚变实、由远变近。笔者认为,末端落实核心在职责明确、分工到人,方法在于不断加强官兵令行禁止的作风养成,关键在端正工作态度、引领工作方法和工作措施。只有变被动应付为主动作为,才能真正解决末端落实不力的问题。
Improving grass-roots ability to grasp the end is not only the focal point of the organs of the party committees in grasping the army, but also the effective inspection of the party committees and organs in their efforts to implement them. Grasp the end implementation is to combine the actual unit, the spirit of the higher instructions from big to small, from thick to thin, from the virtual reality, from far to near. The author believes that the core of the implementation of the end of a clear responsibility, division of labor, the method is to continuously strengthen the work of officers and men to prohibit the style of work to develop the key to correct the work attitude, leading the working methods and work measures. Only by acting as a passive initiative can we truly solve the problem of the ineffective implementation of the end.
