党的十六大提出的全面建设小康社会是一个完整的目标体系,不仅涉及到经济增长问题,也涉及到民主政治问题;不仅涉及到经济效率问题,也涉及到社会公平问题;不仅涉及到生活方式问题,也涉及到人的现代化问题.统计工作当务之急,是要抓紧研究用哪些指标描述全面小康社会.在对全面建设小康社会的进程实行监测和量化时,不仅要提高反映人民生活水平的统计指标的临界值,而且要全面反映精神文明和政治文明的发展进程.
