党的十六届四中全会作出了中共中央关于加强党的执政能力建设的决定，明确地提出了加强党的执政基础建设的基础在基层，在社区。党的基层组织和广大党员，对于加强党的执政能力，构建社会主义和谐社会，有着责无旁贷的重任。虹梅街道地处漕河泾开发区，辖区内非公企业占了较大的比率。在工作实践中我们体会到加强党的执政基础，实现社区党建 The Fourth Plenary Session of the 16th Central Committee of the Party made the decision of the CPC Central Committee on strengthening the building of the party’s ability to govern and clearly set forth the basis for strengthening the party’s governing infrastructure at the grassroots level and in the community.
