According to the “Beijing Urban Rail Transit Construction Plan,” four new metro lines will be built in Beijing before 2008, with a total investment of about 50 billion yuan. In order to solve the government funding gap and at the same time to further improve the efficiency and service level of subway construction and operation, Beijing Municipal Infrastructure Investment Corporation (hereinafter referred to as “Beijing Capital Investment Company”), under the pressure of “ Notice on Deepening Opinions on Implementation of Reform in Investment and Financing System of Urban Infrastructure in this Municipality ”, and decided to introduce social investment to build and operate Beijing Subway Line 4 in a franchised mode. In order to maximize the protection of government interests and ensure the standardized operation of the project, Beijing Capital Investment Company hired Beijing Da Yue Consulting as the general consultant for financing.
