北洋海军——近代中国的一个全新军种。表面看来,它是封建落后的中华帝国分娩而出的产物,而骨子里却是真正的欧洲海军血统。北洋海军人才济济的军官队伍,首屈一指的铁甲舰、巡洋舰、鱼雷艇以及武器装备,固若金汤的炮垒、设施先进的海军基地,内容完备、擘画详尽的《北洋海军章程》,无一不是从西方学习、购进、借鉴、吸收而来,尽萃西方近代军事文明之精华。对此,研究者多有专论问世。那么,作为北洋海军国际交往活动与海上军事行动的重要手段的旗帜,其渊源变化又如何呢?是全盘照搬欧洲模式,还是中西合璧?在此,笔者不揣简陋,依据零散史料作粗略的扒梳,以求初步明晰其发展变化脉络。不确之处,敬祈方家指教。
