In order to unify the international liability system for the international carriage of sea passengers of all countries in the world, in 1974, the International Maritime Organization formulated the Athens Convention on the Transport of Sea Passengers and Their Luggage, referred to as the 1974 Athens Convention, which entered into force on April 28, 1987. In 1976, the Protocol was adopted - “Protocol of 1976”, which stipulated “special drawing right” stipulated by the International Monetary Fund as the monetary unit of convention.
