广东省惠东县人武部认真贯彻江主席“从严治军”的方针,按照军队的条令条例要求,针对当地实际,着重加强了对干部“八小时以外”的管理教育工作。人武部连续3年被省军区党委评为“先进人武部党委”、连续4年被省军区评为“先进人武部”,部长和政委连续3年被省军区党委评为“一对好主官”;民兵装备仓库也跨入了全国的先进行列,2001年被总参评为“民兵装备管理先进单位”。 人武干部不直接带兵,课余时间基本上由个人支配,这就将导致单位对干部在哪里、干什么掌握不准,容易造成管理上的“空档”。针对这一实际,为加强对干部“八小时以外”的管理,该部认真落实好“三项制度”。一是包干责任制。部党委根据十部的个人素质修养、兴趣爱好、性格特点的不同,对干部进行分工包干负责管理。责任人对包干干部“八小时以外”的管理负全责,谁出了问题,除追究当事人责任外,还要追究包干责任人的责任。二是点名制度。为保证干部的在职
