关于标准的制定要受到哪些因素的影响,《标准化法》进行了明确规定,《标准化法(修订草案)》又将其修改、扩展为“十个有利于”。学界将这些影响因素归纳为统一性、协调性、一致性、适用性、先进性原则。黄旺森先生在《关于标准制修订的若干思考》一文中,提出要参考国内各地区之间的经济发展水平差异,即地区差异,对标准进行分级、分类。本文对此提出不同的看法,并从标准制定的适用性、先进性、协调性要求等方面论证地区差异不能成为影响标准制定的因素。
On the factors that affect the formulation of standards, the Standardization Law clearly stipulates that “the Standardization Law (Revised Draft)” further extends its amendment to “ten advantages”. The academic community will be summarized as these factors of unity, coordination, consistency, applicability, the principle of advancement. In his article “Some Reflections on the Revision of Standard System”, Mr. Huang Wanson proposed to refer to the differences in economic development level between different regions in China, namely regional differences, and to standardize the classification and classification. This paper puts forward different opinions on this issue and argues that regional differences can not be the factors that influence the standard formulation from the aspects of applicability, advancedness and coordination requirements of standard setting.
