在互联网时代,网络民意逐渐引起政府决策者的关注和回应。伴随互联网的迅猛发展,网络民意与政府行政决策之间的关系越来越密切。如何利用好网络,使其为政府与公民有效沟通构建桥梁成为一项具有前瞻性的课题。网络民意与政府行政决策之间的问题必须在法律的框架内得以合理解释,两者之间的关系不是随机的,而是要纳入制度化、法律化。从而,在网络的虚拟空间里,公民和政府的行为及其两者之间的互动,都受到法律的制约。
In the Internet era, the public opinion on the Internet gradually aroused the concern and response of government policy makers. With the rapid development of the Internet, the relationship between online public opinion and government administrative decision-making is getting closer and closer. How to make good use of the network so that it can effectively bridge the gap between government and citizens has become a forward-looking topic. The problem between the network public opinion and the government administrative decision-making must be reasonably explained within the framework of the law. The relationship between the two is not random but should be institutionalized and legalized. Thus, in the virtual space of the network, the citizens and the government’s behavior and the interaction between the two are subject to the law.
