历代王朝的兴盛或衰弱，都是同当时执政者的廉洁或腐败分不开的，以古为镜可以见兴衰，正所谓“源清则流清，源浊则流浊”。一部清王朝的兴衰史留给我们许多的经验教训，它说明，历史常常会呈现出令人深思的逻辑：越是危害性大的东西越容易发生，越是人们极力要克服的东西越不易克服。腐败活动就具有这种特性，所以，反腐败斗争必须是长期的、自上而下的，而且要常抓不懈。只有这样，执政的中国共产党才能一步一步地消除腐败──这个政治实体上的恶性肿瘤。
