京、津、华北地区属资源短缺型严重缺水区,随着经济的发展,水资源不足愈演愈烈。为缓解这一状况,开动了南水北调中线工程,一期工程计划于2010全线建成,实现引长江水进京的目标。该工程的实施从供给方面解决了水供给不足的问题,但同时,仍需加强需求方面的管理,以保证南水北调中线调水效益的长久性。本文提出建立中线水权交易制度,使得在政府的监督管理下,通过市场使水资源效益达到最大化,并以此对节水产生激励作用。
In Beijing, Tianjin and North China, there is a serious shortage of water resources due to the shortage of resources. With the development of economy, the shortage of water resources intensified. In order to alleviate this situation, the mid-route project of South-to-North Water Diversion has been started. The first phase of the project is scheduled to be completed across the board in 2010, achieving the goal of inviting the Yangtze River to Beijing. The implementation of this project solves the problem of insufficient water supply from the supply side, but at the same time it still needs to strengthen the management of demand so as to ensure the long-term benefits of water diversion in the middle route of the South-to-North Water Diversion Project. This paper proposes to set up a system of trading water rights in the middle line so as to maximize the benefits of water resources through the market under the supervision and administration of the government and to stimulate the water conservation.
