河南省焦作市从制度建设和机制创新入手,全方位加强财政资金的监管,从2004年6月开始,在全面推进会计委派制、国库集中收付、部门预算、政府采购、财政监督等财政综合改革的基础上,针对一些财政项目资金虚报预算、截留挪用、使用效益差等问题,对财政项目资金实行事前评审、事中控制、事后评价的“三部曲”监督模式,提高了财政资金分配的透明度和使用效益,建立了财政资金运作的保廉体系。
