From May 7 to May 11, Li Meng, vice chairman of the CPPCC National Committee and executive vice chairman of the Central Party Committee of the Chinese People’s Labor Party, led an investigation by the Central Research Group of the Chinese People’s Labor Party to go to Hebei to conduct a survey on the construction of a new socialist countryside. The main purpose of the investigation was to conscientiously implement the 11th Five- "Plan the spirit of the program, together with local governments to study and promote the building of a new socialist countryside.
