第一点意见,我认为三峡工程成败的关键首先在于移民。三峡工程规模很大,三峡工程的技术问题是具有世界水平的,但最具有世界水平的还是移民。在决定三峡工程的各种因素中.我认为移民工作是决定三峡工程能不能做、能不能建成、能不能完全成功的首先的一个关键。景近日本企业界组织的三峡开发考察团看了三峡回来以后,他们的团长和我说,照他个人看来,三峡工程80％的问题在移民。这个人是一辈子搞水电的,他讲80％的问题在移民。我说我同意这个观点。
In the first point of view, I believe that the key to the success of the Three Gorges Project lies first in immigrants. The Three Gorges Project is very large-scale. The technical problems of the Three Gorges Project are world-class, but the most world-class is still immigrants.
