《中共中央国务院关于深入推进城市执法体制改革改进城市管理工作的指导意见》为城市管理执法指明了方向,城市管理执法改革的重点是理顺体制。第一是坚持依法治理,权由法定。第二是需要研究推进城市管理从粗放型管理向网格化、社会化、多元化、精细化、信息化管理模式的转变,并形成高效能的城市管理问题。第三是坚持以民为本,服务到位。在推进城市管理体制改革进程中,全国不少地方进行了有益的探索,取得了很好的经验,有的还在实践中形成了有价值的成果。本刊选取安徽省、湖南省城市管理执法体制改革的实践作为案例,以期对大家有所启迪。 The Guiding Opinions of the Central Committee of the Communist Party of China and the State Council on Further Promoting the Reform of Urban Law Enforcement System and Improving Urban Management Work points out the direction for urban management law enforcement and the focus of urban management law enforcement reform is to rationalize the system. The first is to uphold the rule of law, the right by law. The second is the need to study the promotion of urban management from extensive management to grid, socialization, diversification, refinement, information management model changes and the formation of high-performance urban management issues. The third is to adhere to the people-oriented, service in place. In advancing the reform of urban management system, many parts of the country have conducted useful explorations, gained good experience, and some have formed valuable achievements in practice.
