在美国的法律体系中,经国会通过并由总统签署法案后,教育部颁布落实此法案的法规。教育部于1998年出台落实1997年《障碍者教育法》修正案的法规,于2011年出台落实2004年《障碍者教育法》修正案的法规。2011年法规相较于1998年法规,父母权利备受重视,管理更加科学,转衔服务体系趋于完善,多方合作得到落实。
