反对官僚主义是执政党建设的重要方面。官僚主义的主要表现是脱离群众,脱离实际,脱离集体,当官做老爷,违反党的群众路线、思想路线和组织路线。官僚主义会危及群众的利益、党的执政地位、国家的事业和民族的前途。官僚主义是剥削阶级思想在党员干部中的反映,同党的性质、宗旨、使命背道而驰。反对官僚主义,应加强和健全党的领导制度和组织制度,改革党和政府机构,加强党内、党外监督,加强思想政治教育,发扬党的优良传统和作风。由于党执政时间较短,民主制度建设经验较少,反对官僚主义也存在重运动、轻机制,重教育、轻制度,重政策、轻法治,重综合、轻细化等缺憾。反对官僚主义是党要管党、保持党的先进性的有益尝试,是全面从严治党的历史财富。
Opposing bureaucracy is an important aspect of the building of the ruling party. The main manifestation of bureaucratism is to be divorced from the masses, to be divorced from reality, to disengage from the collective, to become masters of their official positions, and to violate the party’s mass line, ideological line and organizational line. Bureaucracy can endanger the interests of the masses, the ruling position of the party, the cause of the country and the future of the nation. Bureaucratism is a reflection of the exploiting class in party members and cadres, running counter to the party’s nature, purpose and mission. Opposing bureaucracy, we should strengthen and improve the party’s leadership and organizational system, reform the party and government agencies, strengthen inner-party and non-party supervision, strengthen ideological and political education and carry forward the party’s fine traditions and work style. Due to the short duration of the Party’s administration and less experience in the construction of a democratic system, opposition to bureaucracy also lacks regret over heavy movement, light education, light education, heavy policy, light rule of law, heavy integration and light refinement. Opposing bureaucratism is a useful attempt by the party to control the party and maintain the advanced nature of the party. It is the historic asset of the party in strict compliance with its own laws.
