生态农业是生态文明的核心构成,是保护农业自然资源和改善农业生态环境、增强生态产品生产能力、提供更加健康有益的农产品的现代农业。其行业效益存在大范围的溢出效应,使全社会都能从中受益,财政支持尤为重要。广东省对生态农业发展的支持力度不断加大,但仍然面临着各种瓶颈制约。广东省财政支持生态农业发展的政策选择主要包括:提高农业财政投入总量;调整生态农业财政投资结构;以效率为导向调整财政职能;采取高补贴、低税收的财税政策;完善财政对生态农业支出项目结构;完善农业补贴政策,选择适宜的补贴方式;完善税收政策对生态农业发展的支持。
Ecological agriculture is the core component of ecological civilization. It is a modern agriculture that protects agricultural natural resources and improves agricultural ecological environment, enhances the production capacity of eco-products and provides more healthy and beneficial agricultural products. Its industry benefits have a wide range of spillover effects, so that the whole society can benefit from it. Financial support is especially important. Guangdong Province has continuously increased its support for the development of ecological agriculture but is still facing bottlenecks. The policy options for Guangdong’s financial support for the development of ecological agriculture mainly include: increasing the total investment in agricultural finance; adjusting the investment structure of ecological agriculture finance; adjusting the fiscal functions with efficiency; adopting the fiscal and tax policies of high subsidies and low taxes; Expenditures project structure; improve the agricultural subsidy policy, choose the appropriate way of subsidies; improve the tax policy support for the development of eco-agriculture.
