2002年6月29日,全国人大常委会第28次会议审议通过了《中华人民共和国安全生产法》,这是我国立法史上的一件大事,它的出台标志着我国的安全生产工作将步入一个相对科学和规范的时代。当前,全国各地各行各业都在积极地贯彻和学习安全生产法,在此情况下,谈点法条背后的东西,从立法背景上梳理安全生产法的内容和意义,对于准确理解和掌握法律的精神实质和基本内容,具有重要的现实意义。
On June 29, 2002, the 28th meeting of the Standing Committee of the National People’s Congress examined and adopted the “Law of the People’s Republic of China on Safe Production,” a major event in the legislative history of our country. Its promulgation indicates that our work in safety production will step into A relatively scientific and normative era. At present, all walks of life in all parts of the country are actively implementing and studying the law of safety in production. Under such circumstances, we can talk about the things behind the law and sort out the content and significance of the law of safety in production from the legislative background. The spirit of the essence and the basic content, has important practical significance.
