建立特区农业的新概念目前世界各国类型不一的经济特区共有521个,其中发展中国家343个。这些特区的面积一般都不大,主要从事出口加工、金融、商业贸易、旅游等经济活动,几乎没有直接搞农业生产的。因此,有些同志对特区办农业表示质疑,对特区农业的概念认识上也不一致。我们认为:所谓特区农业,是指利用特区优势,并在特区直接影响下建立起来的多产业、多功能、高效益的农村经济体系。特区农业究竟是什么模式呢?(一)应有明确的区域
New Concept of Establishing Agriculture in Special Zone At present, there are 521 SEZs of various types in the world, including 343 in developing countries. These special areas are generally not large in area and are mainly engaged in economic activities such as export processing, finance, trade, commerce and tourism, with little or no direct agricultural production. Therefore, some comrades expressed doubts about the development of agriculture in the SAR and inconsistent understanding of the concept of agriculture in the SAR. In our opinion, the so-called SEZ agriculture refers to the multi-industry, multi-functional and highly-effective rural economic system that utilizes the advantages of the SEZ and is established under the direct influence of the SEZ.
