深刻领会“重在提请、主动服务”的积极意义传统的行政理念奉行的是“政府中心主义”,强调“管”和“罚”,很容易造成管理方与被管理方的对立。而“重在提请、主动服务”则强调执政为民和“管理就是服务”,要求尊重企业的法律地位,主动为企业排忧解难和提供良好的服务,从而实现行政行为从管制行政向服务行政的转变。其次,这是“以人为本”执政理念的具体体现。“重在提请、主动服务”把行政行为(行政执法机关)和相对人(企业与公民)看成是平等的主体,对企业实行人性化管理和民主式、启发式、引导式监管,从而使投资环境更为宽松,企业发展更有信心。这不仅有利于凝聚人心加快发展,而且有利于提高行政执法机关的管理服务水平。
