今天,国有企业占用近一半的工业资产,三分之二的贷款,却只创造约三分之一的产值。在加入WTO大背景下,民营经济、境外资本大举进入众多领域,传统搞好国企的政策已经失效,留给国企改革的时间已经不多了。今天,国企改革已到了攻坚阶段,对诸如国资管理体制改革、国有经济布局的战略性调整、企业制度创新和建立有效公司治理、垄断企业的改革改组、解脱企业的社会职能、建立企业市场退出机制等深层次问题必须一个一个攻克。
