The GutenbergRichter relationship (logN = a-bM) in seismicity plays an important role in determining the occurrence of earthquakes. The deviations from the GR relationship in the actual analysis are mainly caused by the incompleteness of the earthquake catalog: That is, the statistical fluctuation due to the rare earthquakes at the high-magnitude end due to the limited monitoring capability of earthquakes at the low magnitude level. Based on the catalogs of earthquakes recorded by instruments in the past 30 years, this paper obtained the GR linear relationship in mainland China and determined the incompleteness of Chinese historical earthquake catalogs and the loss rates in different time intervals and magnitude intervals. Based on these results, The rate of loss estimates the incidence of earthquakes in Hong Kong and the surrounding area. The statistical parameters given by fitting the G-R relationship between the modern instrument catalog and the historical catalog are obviously different. However, the statistical parameters obtained after applying the missing rate correction to the historical catalog are in good agreement. The results of this paper show that by analyzing incompletely the seismic catalogs, it is possible to obtain a more accurate earthquake occurrence rate in areas with low seismic activity.
